Preparedness of Health Care Units in Adopting the Philippine Package of Essential Non-Communicable Diseases Interventions (PhilPEN) in Los Baños, Laguna, Philippines

ABSTRACT

With the increasing cases of non-communicable diseases (NCDs), the adoption of the Philippine Package of Essential Non-Communicable Diseases Interventions (PhilPEN) is seen as a viable solution. Assessment of the current NCD practices of health care units is therefore vital for its effective implementation. Thus, the objective of the study is to assess the current preparedness of health care units in adopting PhilPEN in Los Baños Laguna. The study surveyed all hospitals, rural health units (RHUs), and barangay health stations (BHS) in the municipality using a rapid assessment form adapted from the World Health Organization (WHO) Prevention and Control of Non-Communicable Diseases: Guidelines for Primary Health Care in Low Resource Setting. The obtained data were then summarized by facility level using descriptive statistics. Results showed that most of the practices of hospitals are in accordance with the recommendations in PhilPEN. However, larger gaps in the requirements have been identified in RHUs and BHUs, particularly in the trainings of primary healthcare workforce, and the availability of some NCD drugs and diagnostic tests. Thus, the capacity of primaryhealthcare units in preventing and managing NCD cases needs further improvement to be able to fully adopt PhilPEN in Los Baños Laguna.
