Perceived Socioeconomic and Environmental Impacts of a Watershed Rehabilitation Program in Rizal, Philippines

ABSTRACT

In 2009, intense rain from Typhoon Ketsana, aggravated primarily by deforestation in the Marikina Watershed, caused massive flooding and left enormous socio-economic damages in Metro Manila, Philippines. In response, the reforestation and livelihood program called Marikina Watershed Initiative Program (MWIP) was established and continues to date. This paper discusses the perceived household-level social and economic impacts of the MWIP on members of two assisted people’s organizations (POs), as well as its perceived community-level environmental impacts in Antipolo City, Rizal, Philippines. Utilizing a mixed-methods research design, the researchers gathered data through surveys, key informant interviews, and secondary data review. Data were analyzed using descriptive statistics and thematic analysis. Findings revealed that PO members’ households benefitted from the MWIP through positive social (increased level of awareness, knowledge, and skills; improved self-confidence, self-esteem, and vision of the future; increased community participation and number of networks) and economic impacts (increased monthly income, livelihood source, and food consumption). They also perceived positive community-level environmental impacts (improved environmental condition). The socioeconomic impacts went beyond the material aspect and included perceptual and relational changes that enhanced the human and social capital of beneficiaries and their households. Results can provide relevant guidance to stakeholders and program planners, especially in enhancing the MWIP’s benefits to communities. The study also indicates the potential of integrating a similar livelihood development strategy in promoting sustainable environmental management.
